Plutarch Heavensbee
We hear about Plutarch in The Hunger Games, when he walks backwards into a punchbowl after Katniss shoots an arrow at the apple in a boar’s mouth during her private session with the Gamemakers. Plutarch ends up the head game-keeper after Seneca Crane is executed at the end of the Games. In Catching Fire we meet Plutarch properly at the feast after the 74th Victor’s Tour. He tries to give Katniss a number of discreet clues about the rebellion, including showing her his secret watch, which in the right light shows a mockingjay. It is eventually revealed that Plutarch is the leader of the rebellion and has been part of an undercover group for some years.
Annie Cresta
Annie was the female tribute from District 4 in the 70th Hunger Games. She won because she was the best swimmer, surviving the longest after a dam broke and wiped out every other tribute. Before that happened she witnessed her District partner being killed by beheading. This drove her to insanity. Annie was chosen for the 75th Hunger Games, but was replaced by Mags. Her future husband, Finnick Odair was the male tribute for the Third Quarter Quell. Annie is described as a lovely young woman with dark flowing hair and sea green eyes.
Twill and Bonnie
Katniss meets Twill and Bonnie while out in the woods during Catching Fire. They are two women from District 8 trying to make their way to District 13. Twill shows Katniss a piece of bread with the image of a mockingjay in it -showing her that the mockingjay has become a symbol of rebellion. It’s also the first time that Katniss finds out that District 13 may still exist.Twill is described as having light brown eyes and looks to be about 35 years old. She was a teacher back in District 8 and would work after school at the inspection dock of a factory where they made the Peacekeeper uniforms. Twill manages to sneak out two uniforms – one for her and her husband. Once the uprising started though, they were beaten down and forced to stay in their homes for a week. When they were allowed to go back to work, Twill and her student Bonnie were late getting to the factory. However it was bombed before they got there, killing Twill’s husband and Bonnie’s entire family.
Madge Undersee
There’s been a lot of speculation about whether Madge will be written out of The Hunger Games for the screen adaptation. Madge first appears at the reaping in The Hunger Games. She later gives her mockingjay pin to Katniss right before Katniss leaves for the Capitol. In Catching Fire, Katniss ends up spending more time with Madge after returning from the Games. Katniss takes Madge to the woods to teach her how to use a bow and arrow while Madge tries to teach Katniss how to play the piano. Later at the Harvest Festival Katniss offers to give Madge back the mockingjay pin, but she refuses and tells Katniss that the pin had belonged to Madge’s aunt, Maysilee, a tribute in the 50th Hunger Games, along with Haymitch.
Hazelle Hawthorne
Gale’s mother is a very self-reliant woman. Her husband was killed along with Mr Everdeen in a mining accident and she supported her family by doing other people’s laundry. After Gale is caught poaching and is whipped, the work dried up as people were afraid they’d be punished for associating with her. She ends up cleaning Haymitch’s house. She was a good friend to Katniss.
Romulus Thread
He appears in Catching Fire, ready to enforce the law for the Capitol, no matter what. Thread brutally beats Gale, after he’s been caught poaching a wild turkey. Even though Gale had been selling his wild meat to the Peacekeepers of District 12 for some time, Thread saw this as an extremely punishable act and threatened to kill Katniss or Gale if he ever saw them in the woods.
Darius
Katniss often talked to Darius at the Hob. He was one of the youngest Peacekeepers in District 12 and would often flirt with Katniss telling her that she ought to buy one of his kisses. In Catching Fire, when Gale was whipped by Romulus Thread, Darius tried to intervene but was knocked unconscious. He is made into an Avox and ends up serving Katiniss and Peeta at the Third Quarter Quell, along with Lavinia (the Avox girl), whom Katniss had previously encountered both in the woods of District 12 and at the Capitol prior to the 74th Hunger Games. Darius is described as having “messy, boyish, red hair” that makes him stand out from most of the people living in District 12.
